Learn moreHow the eight cities compare
Each city has its own mix of old and new houses. Here's how their homes stack up, oldest median first.
| City | Median year built | Built before 1980 | Owner occupied | Median home value |
|---|---|---|---|---|
| Salt Lake City1 | 1965 | 65.4% | 45.8% | $539,500 |
| Holladay2 | 1969 | 68.8% | 78.7% | $763,400 |
| Millcreek3 | 1973 | 62.2% | 61.4% | $627,200 |
| Bountiful4 | 1973 | 63.0% | 71.3% | $532,200 |
| Cottonwood Heights5 | 1978 | 56.7% | 72.4% | $694,100 |
| Sandy6 | 1985 | 42.0% | 75.2% | $614,100 |
| Draper7 | 2003 | 5.1% | 68.6% | $784,800 |
| South Jordan8 | 2007 | 8.7% | 81.4% | $650,500 |
The spread changes what a remodel looks like. In Salt Lake City, about one home in four was built in 1939 or earlier,1 so a kitchen or bath job there often means updating wiring, plumbing and layout too. In South Jordan, where the median home dates to 2007,8 the house is younger, so the work is more likely to be an upgrade of finishes than a rebuild of what's behind them.
Age brings rules as well. In homes built before 1978, firms paid to do renovation that disturbs lead based paint must be EPA or state certified.9 For budgets in any of these cities, see Salt Lake remodel costs.

Every city runs its own permit office
None of the eight cities above get building permits from the county's Municipal Services District. The MSD serves Magna, Kearns, White City, Emigration Canyon, Copperton, Brighton and unincorporated Salt Lake County.18 Each city here has its own building office:
- Salt Lake City: Building Services, through the Citizen Access Portal19
- Holladay: the Building Division, through iWorQ20
- Millcreek: the Building Department, through iWorQ21
- Bountiful: the Building Department, through CityInspect22
- Draper: the Building Division, through its Online Services Portal23
- South Jordan: the Building Department, through its online portal24
- Sandy: the city's Paperless Permits and Plans page25
- Cottonwood Heights: the city's Building Permits page26
The remodeler applies for permits as part of the job, and each city guide explains that city's rules with links to the source. We check that the remodeler's Utah license is active, and you can look up any Utah contractor yourself on DOPL's Licensee Lookup and Verification System.27
When your ZIP code covers two cities
A ZIP code doesn't always tell you which city you're in. 84121 covers parts of Cottonwood Heights, Holladay and Murray. 84117 and 84124 are split between Holladay and Millcreek, and 84106 and 84109 between Millcreek and Salt Lake City.28 Since each city has its own permit office, your street address is what counts.
